David Muhammad is a leader in the fields of criminal justice, violence prevention, and youth development. Mr. Muhammad is the Executive Director of the National Institute for Criminal Justice Reform (NICJR).

David Muhammad has worked on justice reform initiatives throughout the country, including extensive engagement with several California probation departments as a trainer and technical assistance provider and he currently serves as the federal court appointed monitor of the Illinois state prison system.
